otes:  Gov. John Lynch (D) was elected to an unprecedented fourth two-year term, defeating former Commissioner of the New Hampshire Department of Health and Human Services John Stephen (R) as well as John Babiarz (L).

Lynch announced on April 16, 2010 that he would seek a fourth term.  He easily won the Sept. 14 primary, tallying 87.5% of the vote against two opponents. 

Republicans saw a four-person contest between Stephen, state Rep. Frank Emiro, businessman Jack Kimball and activist Karen Testerman.  Stephen, who announced his candidacy on Mar. 3, 2010 focusing on fiscal responsibility (>), was seen as the Republican frontrunner.  He led DHHS from 2003-07 "through a period of major innovation and reorganization."  Previously he
served as an Assistant Attorney General, Assistant Commissioner of the NH Department of Safety, and a prosecutor.  In 2008 he challenged incumbent U.S. Rep. Jeb Bradley (R) in the primary (>), and he also ran for Congress in 2000.  In the Sept. 14, 2010 primary, Stephen tallied 61.6% for the vote followed by Kimball (24.9%), Testerman (10.0%) and Emiro (3.5%).

at the NHIOP at St. Anselm College in Goffstown (>).
