Campaigning in the time of COVID.  President Trump has stepped up his campaign activity; he did 15 rallies during the month compared to six in August.  The rallies, usually in the evenings at airports, have defied health experts' guidance on social distancing and mask wearing and stand in sharp contrast to the cautious approach of the Biden campaign.  The first debate in Cleveland, OH was one of the highlights of the month.  On the official side, Trump's nomination of Judge Amy Coney Barrett on Sept. 26 was perhaps the most significant development, while on the international front the signing of a peace agreement between Israel and the UAE at the White House on Sept. 15 was a signature event.  Several of the official events have had distinctly political overtones, notably the visit to Kenosha, WI to survey damage caused by riots and and the environmental event in Jupiter, FL on Sept. 8, where Trump signed a presidential memorandum withdrawing offshore areas from exploration, development or production.  Trump managed a couple of trips to the battleground state of North Carolina on official business: a Sept. 2 trip to designate Wilmington as the first American World War II Heritage City and a Sept. 24 speech on the America First Healthcare Plan at Charlotte Douglas International Airport.  The administration has made many other policy actions and announcements that reinforce the campaign's message.  On Sept. 13 he signed an executive order "lowering drug prices by putting America first."  On Sept. 18 he announced billions in aid to Puerto Rico, which he had earlier opposed.  Trump participated in half a dozen fundraising events.  On Oct. 22 he signed an excutive order banning race sensitivity training for federal contractors.  During the month Trump visited twelve states for campaign events, official events, and golf.  Excluding the golf trips to Virginia, the most visited state was Pennsylvania (five trips: Sept. 3, 11, 15, 22 and 26). @TeamTrump

Yesterday, I was very proud to nominate Judge Amy Coney Barrett to the United States Supreme Court. She is one of our nation’s most brilliant legal minds, and I think she’ll do very well. We’re moving along very quickly. Tremendous unity in the Republican Party. It’s the consequence of winning elections, which we did very substantially, both in the Senate and obviously in the White House. And I think we’re going to take back the House; I believe that very strongly. Kevin is doing a fantastic job.
