Even before his election to Congress in 1982, Ed Zschau was having a major impact for California at the federal level. In 1977, he saw that unfair tax policies were stifling small businesses—the life­blood of innovation and new jobs.

"He took his case to Washington ... and lobbied a bill through Congress in 1978, cutting the maximum capital gains rate that is actually paid from 49% to 28%," says Fortune Magazine. (October 14, 1985)

Since then,hundreds of thousands of new jobs have been created and billions of investment dollars have poured into California.

In Congress, Ed Zschau's energy, intelligence and caring for people have made him one of Washing­ton's most respected new Republican leaders. He has promoted creative policies which encourage innovation, economic growth, exports and individ­ual prosperity.

He has been at the forefront of efforts to bring down the federal deficit, calling for across-the-board spending cuts—even when they are unpopular. He has opposed tax increases that stifle economic growth.
