About Leslie

 
Leslie was born in Lovell where her father was a forest ranger. She grew up in Dubois on the CM Ranch, an historic Wyoming dude ranch that her parents purchased. Leslie helped run the ranch and the outfitting and dude ranch businesses. She graduated in a class of five from Dubois high and attended the University of Wyoming. In the 1970s Leslie served as executive director of the Wyoming Environmental Institute, a bi-partisan group of Wyoming people seeking common sense solutions to the issues of mineral development and environmental protection.

After moving to Jackson in 1975, Leslie served as Governor Herschler's legislative liaison for two sessions. She was appointed as a Teton County Commissioner in 1983 and later elected to a full term. As a county commissioner Leslie worked to find the balance between community development and the protection of community values and natural resources. She served for eight years on the Wyoming Water Develop­ment Commission under Governor Sullivan, and later worked in private real estate for twenty years as a residential and ranch real estate broker.

Leslie and her husband, Hank Phibbs, have two grown children, Travis Petersen who lives in Jackson with his wife; Kristi, and Monte Petersen who lives in Colorado.

JOBS AND THE ECONOMY
Wyoming's greatest assets are its people, its incredible natural beauty and its unmatched wealth in energy and mineral resources. As a life long resident, I've suffered through the booms and busts with everyone else. There is much that a Governor can do, while working coopera­tively with the legislature. We need to maintain Wyoming's business-friendly tax and regulatory struc­ture. I will strongly support both the mineral industry and the renewable energy industry as it develops, as well as promoting job growth across all sectors of Wyoming's economy.

WYOMING'S ENVIRONMENT
Our previous Governors have shown that we can strike a balance between the need for development and the desire we all share, to preserve our environment and the outdoor lifestyle we cherish. l will follow in their foot­steps.

EDUCATION
We are fortunate to have the commitment and the money to fund education in Wyoming to a level matched by few other States. Yet, we are not yet achiev­ing the results we would like to see. I will work closely with educators and others to identify the ways in which we can achieve more.
