Meet Rory
A lawyer and successful business executive, Rory currently leads the one of the largest county governments in the nation. Clark County has a $6 billion budget - larger than the state's general fund. With smart fiscal leadership, he has successfully balanced it every year without ever raising taxes.

Rory led the effort to crack down on lobbying, prevent conflicts of interest, and eliminate gifts to elected officials so citizens have confidence in their local government. The Las Vegas Review-Journal called him "ethical to a fault."

Rory is devoted to Nevada and will stand up to anyone who shortchanges education because he knows it will be the foundation of our economic success.

Rory attended Nevada public schools, as have his three great kids. He attended BYU, graduating with a degree in international relations and Spanish, and continued his studies there through law school. He and his wife, Cindy, have been married for 22 years.
 

ON EDUCATION, I WILL NOT COMPROMISE.
Strong schools are the key to economic success, but every other candidate for governor is proposing even more cuts to education and schools. That tells us something important. Candidates who run on cutting education aren't committed to our kids, don't understand what's best for our economy, and will never have the courage to fundamentally reform and strengthen Nevada schools.

As your governor, I will never give up on our kids or their potential. I will never give up on our schools, Nevada's future, or rebuilding our ecnoomy. On education, I will not compromise.

HOW EDGE WORKS:

The EDGE plan takes the best ideas from charter schools, magnet schools, empowerment schools, and traditional schools to build a new model - the EDGE model - that we will implement at every school across the state.

• The EDGE plan finally gives freedom and responsibility directly to schools. Why should only some of our schools get to innovate? All principals will have control over their budgets, schedules, and staffing - increased control and increased accountability.

• The EDGE plan ensures that standardized test scores aren't the only measure of achievement. In  EDGE schools, we will use multiple indicators, like the graduation rate and the percentage of graduates who enroll in college, along with test scores.

• Our schools will attract world-class teachers because the EDGE plan offers them the freedom to practice their craft, while other states only dabble with real reform. Under the EDGE plan, every Nevada teacher will have both increased freedom and responsibility.

• The EDGE plan gives parents the power to choose what school is right for their child. Under the EDGE plan, we will have true open enrollment so parents can vote with their feet if their child's school isn't performing or doesn't meet their needs.

The EDGE plan finally ends classroom micromanagement by Carson City, by streamlining bureaucracy, and giving responsibility for Nevada classrooms to those with the expertise to do it: teachers and principals.

CUANDO SE TRATA DE LA EDUCACIÓN, NO ME VOY A RENDIR
Las escuelas fuertes son la clave para nuestro éxito económico, pero todos los demás candidatos a la governatura están proponiendo más recortes a la educación y a las escuelas. Eso nos dice algo importante: los candidatos que quieren recortar el presupuesto de la educación no están comprometidos con nuestros hijos, no entienden qué es mejor para nuestra economía y nunca tendrán el valor para reformar al fondo y volver más fuertes las escuelas de Nevada.

Como su gobernador, nunca me voy a rendir de nuestros hijos o de su potenciál. Nunca voy a rendirme de nuestras escuelas, el futuro de Nevada y de la reconstrucción de nuestra economía. En cuanto a la educación, no me rindo.

El Plan EDGE recoge las mejores ideas de las escuelas charter, las escuelas magnet, las escuelas «empowerment», y las escuelas tradicionales, para construir un modelo nuevo, el modelo EDGE, que vamos a implementar en todas las escuelas del estado.

• El Plan EDGE dará la libertad y la responsibilidad directamente a las escuelas.

A MESSAGE FROM RORY


Thank you for taking the time to read my Economic Development through Great Education – or EDGE – plan to remake education in Nevada.

For more than a year I've been listening to Nevadans of all stripes and political persuasions – in living rooms and coffee shops, in the north and in the south – to hear about the challenges we all face.

In each and every conversation, there has been a common thread: Renewing our commitment to education is the only way we will rebuild our economy and state.
Every other candidate for governor is proposing even more cuts to education and schools. And that tells us something important: Candidates who run on cutting education aren't committed to our kids, they don't understand what's best for Nevada's economy, and they'll never have the courage to fundamentally reform and strengthen Nevada's schools.

As your governor, I will stand up to anyone who shortchanges education. I'll stand up to anyone who refuses to reform and strengthen our schools. I will never give up on our kids or their potential. I will never give up on our schools or Nevada's future.

On education, I will not compromise.

That's why I'm introducing my EDGE plan. It is designed to transform education in our state from top to bottom, put an unwavering focus on reforming our schools, and push Nevada schools to the leading edge of quality education practices in America.

There is nothing more important to the success of our state than tackling our challenges in education.

My EDGE plan outlines an entirely new approach to education in our state – from the top of state government down to every individual classroom and student desk.

It gives freedom and responsibility to the schools. Principals should have the freedom to lead and make decisions on how best to use their resources, making them accountable for the success of their schools.

It ensures standardized test scores aren't the only measure of success. We need multiple indicators of success, like student improvement over the course of the year, the variety of arts programs available, the graduation rate, and the percentage of graduates who enroll in college, along with test scores.

It outlines steps to ensure world-class teachers lead every Nevada classroom. We must train, attract and retain the best teachers in the country – by treating teachers as the professionals they are, providing incentives for performance, and giving them the freedom to be creative in the classroom.

It provides choice for parents. Parents should be able to choose where to send their kids to school, and have access to the tools and information to make that important decision.

It ends classroom micromanagement by Carson City. We must streamline bureaucracy and give responsibility for Nevada classrooms to those with the expertise to do it: teachers and principals.

Our schools should be vibrant, creative learning communities that challenge students to be their best. With the EDGE plan, they will be.

But the EDGE plan is only the first step in a multi-part strategy. Over the coming months I'll introduce concrete plans to:

• Turn around our high school graduation rate.

• Improve pre-school and after school programs.

• Establish a first-class vocational education program.

• Promote the arts and humanities so our kids succeed as citizens and well-rounded individuals.

• Ensure that every child gets the exposure they need in science, technology, engineering and math so they can compete in the 21 st Century.

As a father, I know that when your child is struggling in school it becomes everything you think about. We need a governor who puts that same kind of focus on the success of every child in Nevada.
