It's time to begin lowa's comeback! And that is why I have responded to the thousands of lowans who have encouraged me to run and am once again seeking your support for Governor. I have ambitious goals for our state over the next five years:

1.    200,000 new jobs for lowans. Successful economic development requires a hands-on governor who will spend every dayworking to bring new jobs to Iowa.
2.    Grow family incomes, all across Iowa, by 25 percent. Families are hurting and budgets are tight. I will wqrk to raise incomes for all lowans.
3.    The cost of government must be reduced by 15 percent. We have more government than we can afford and must restore fiscal responsibility and actually reduce the size of government.
4.    We should again give our children the best education in the country. Test scores are slipping at time our children must be at their best to compete in a global economy.

Can we do it? I say YES we can because we have done it before. When I left office the first time Iowa had record employment, growing family incomes, and a $900 million budget surplus.

I have been touched by the hundreds of lowans who have committed·to be a part of our campaign -- people offering to volunteer or donate – to do whatever we need to get this job done. And, I have been reminded of the incredible optimism of our people--the faith that we can fight through our problems and bring our state back.

It's time for Iowa to come back, and together we will lead that comeback.

BY THE NUMBERS

PUTTING IOWANS TO WORK

•  8.5%: Unemployment rate when Governor Branstad took office in 1983 (this was a historical high for Iowa unemployment).
•  2.5%: Unemployment rate when Governor Branstad left office in 1999 (this was a historical low for Iowa unemployment and the lowest unemployment rate in the nation at the time).
•  6.6%: Current unemployment rate (111,000 lowans are currently looking for work).


REDUCING THE TAX BURDEN
•  Cut income taxes for all lowans by 10% across the board (the single largest tax cut in lowa's history).
•  Eliminated the state inheritance tax for children and grandchildren (making it easier to keep family farms intact and small businesses to pass from generation to generation).
•  Indexed the income tax to prevent inflation from causing automatic tax increases on lowans.
•  Eliminated the property tax on machinery and equipment (led to massive new investment in capital intensive industries and new jobs for thousands of lowans).

SOUND BUDGETING AND FISCAL RESPONSIBILITY
$900 million:  State budget surplus when Governor Branstad left office.
• First Governor to sign a state budget balanced on generally accepted accounting principles.
• Signed legislation to limit state spending to 99% of revenue, create the cash reserve fund, and the economic emergency fund.
• Took major portions of state spending off of automatic pilot.
• Streamlined and reorganized state government--reducing the number of state departments from 68 to 24 (and significantly reduced the number of boards and commissions).
One billion dollars: The projected budget hole created by Governor Culver.

EDUCATION
Was an early advocate for bringing new technology into the classroom and invested $150 million in the School Improvement / Technology Program.
Established the Educational Excellence Program to promote teacher quality and effectiveness that rewarded teachers for performance and professional development efforts.
Promoted greater educational choice through open enrollment, tuition tax credits for families wishing to attend non-public schools, and law changes that make it possible for parents to home-school their children.
During his service as Governor and in the State Legislature, the dependence on property tax for the funding of lowa's elementary and secondary schools was reduced from 80% to 40%.

TERRY BRANSTAD'S RECORD OF PRO-FAMILY PUBLIC POLICY


No Governor in the last 30 years has done more to improve the lives of Iowa families than Terry Branstad. Whether it is improving family incomes through new jobs, protecting one man one woman marriage, providing families with educational choices for their children, or protecting the unborn, Terry Branstad has an unparalleled record of achievement.

RAISING FAMILY INCOMES AND CREATING JOBS

230,000 more lowans were working when Governor Branstad left office
than when he entered office in 1982.
When he came to office, 121,000 lowans were out of work. When he
left office in 1999 the number of unemployed lowans had been reduced
to 39,900.
During his tenure as Governor, incomes rose by 26% (in inflation adjusted dollars)

PROTECTING MARRIAGE
Defense of Marriage Act, signed by Governor Branstad in 1998
This was the law struck down by the Iowa Supreme Court. Governor Branstad supports reinstating the definition of marriage as the union of one man and one woman by a constitutional amendment, passed by a vote of the people of Iowa as 31 other states have done.

PROVIDING EDUCATIONAL CHOICE

Successfully worked for the passage of legislation (in an Iowa House and Senate controlled by Democrats) to ensure lowans wishing to educate their children at home could do so legally. Signed by Governor Branstad in 1991.
Expanded the Iowa Tuition Grant program to allow more Iowa students to attend lowa's private colleges and universities.
Active in the creation of the tuition tax credit to make education in private schools a more affordable alternative for parents.
Funded and expanded the state program to provide text books and transportation assistance for students attending private schools.

PROTECTING THE UNBORN

• Parental Notification, signed by Governor Branstad in 1996
        This law requires parents to be notified before their minor child can receive an abortion.
• Statistical Reporting of Pregnancy Termination, signed by Governor Branstad in 1997
        This law requires the state to keep and publish statistics on abortions performed in Iowa.
• Partial-birth Abortion Ban, signed by Governor Branstad in 1998
        This law prohibits the practice of partial-birth abortions in Iowa.
• Was endorsed by Iowa pro-life organizations in each of his previous campaigns for Governor.
