Attorney General on our side
As Attorney General, Jerry Brown brought civil fraud charges against officials of the City of Bell for outrageous salaries and pensions, and has launched a statewide investigation to put a stop to similar abuses. He cracked down on mortgage fraud, winning more than $1 billion for California homeowners. He also has recovered over $530 million for Medi-Cal fraud and elder abuse, stopped companies from cheating workers and successfully sued corporate polluters.

Mayor for economic renewal
Elected Mayor of Oakland in 1998, Jerry Brown reversed decades of economic decay and neglect. He drew 200 businesses and 10,000 new residents to downtown and cut crime 22%. He also founded two new Charter schools — the Oakland Military Institute and the Oakland School for the Arts — now among the top performing schools in the city.
 
Governor of a world-class California

When Jerry Brown was Governor from 1975 to 1983, California created 1.9 million jobs and became a leader in wind and renewable energy. He launched the California Conservation Corps, advanced California's world class schools and universities, and held down government spending — all while cutting taxes by $4 billion.

Brown Orders Departments To Be Frugal Again
A Record of Fiscal Responsibility
Jerry Brown's track record of fiscal responsibility goes back decades. As Governor, Jerry helped California amass a large rainy day fund by holding spending down. Since 2006, as Attorney General, Brown returned $231 million to the state general fund by freezing new hiring, cutting nearly 800 positions, and reining in purchases. Brown slashed in-state travel 47%, out-of-state travel 72%, and overtime 29%.
 
A Real Plan to Fix the State Budget
Jerry Brown has a clear plan to fix our broken state budget.
He'll adopt zero-based budgeting to trim unnecessary programs, and enforce pay-as-you-go funding to curb spending. There will be no new taxes without voter approval. And with Jerry's experience, he won't have to learn the budget process on the job — he'll get right to work fixing it. His reforms will mean a return to transparency, honesty, and frugality.

A Plan to Stop Pension Abuses
Jerry Brown called for pension reforms back in 1982. As Attorney General, he's cracking down on salary and pension abuse. Dear fellow Californian,

There is no question we need to change the way our state is governed. We need to live within our means.

It has taken a while to get into this mess and we can't get out overnight. But we can begin by making the tough budget decisions now. I will cut government excesses, streamline programs, set forth a budget without tricks or gimmicks and pass no new taxes without voter approval.

I know we can do this, because I've done it before. When I was Governor from 1975 to 1983, California built a large rainy day fund by keeping spending down, and cut taxes by $4 billion. I vetoed pay raises for state employees and even rejected my own pay raise. In 1982, I proposed a two-tiered pension system that would have reduced pension costs to the state for new employees.

As Attorney General, I brought civil fraud charges against officials of the city of Bell for outrageous salaries and pensions. Since 2006, I've returned $231 million to the state treasury by freezing new hiring, cutting nearly 800 positions and reining in purchases.

I have a long view of the state of California. I've lived here my entire life—as did my parents and grandparents. I know how great this state was, and what we can become again.

California can once again have excellent schools, safe cities and an efficient government. We can be the leader in green jobs, high tech and medical advances.

It all starts by keeping this commitment to live within our means.

MY GOVERNING PRINCIPLES
 
1. LIVE WITHIN OUR MEANS
I have the know-how to get spending in line with revenue—to bring the state back into the black—without sacrificing what we value. I did it before. In seven of the eight years I was governor, California had budget surpluses.

2. MAKE THE TOUGH BUDGET DECISIONS NOW
We cannot keep pushing answers off until tomorrow. I have written a comprehensive budget plan that adopts a no-nonsense approach to spending cuts and establishes pay-as-you-go funding requirements.

It's time for a return to honesty and frugality. That's why I'll deliver a budget based on transparency, with no new taxes unless the voters approve them.

4. STRAIGHT TALK AND INDEPENDENCE
My independence is well-known. As Attorney General,
I even cut my own pay. At this stage of my life, I only want to do what it takes to make California great again. Telling the truth isn't always popular, but you can count on me to level with you.

5. PUT CALIFORNIA FIRST
I will take hold of the budget—within days of the election—and engage each of the legislators in a deliberative and thorough process. I will work across party lines, to put California first, and get California working again.

Jerry Brown has lived in California all his life. And like his parents before him, he has devoted a large part of his life to public service here in the Golden State. He cares deeply about California; knows its history and its governing structure.

As Secretary of State, Jerry Brown fought for political reform - drafting and helping to pass the California Fair Political Practices Act as well as personally and successfully arguing before the State Supreme Court against Gulf, Mobile and Standard Oil for election law violations.

As Governor, Jerry Brown didn't just talk frugality; he lived it - getting rid of the governor's mansion and the state jet, and driving himself around in a Plymouth instead of being chauffeured in a limo. When Brown was Governor, California created 1.9 million new jobs, built up a $5 billion rainy day fund, provided $16 billion in tax relief, created the California Conservation Corps, and led the world in wind power and renewable energy.

As Mayor of Oakland, Brown successfully reversed decades of neglect and economic decay and made Oakland one of the top ten green cities in America. He cut crime by 13%, brought 10,000 new residents to the heart of the city, and left office with a $52 million rainy day fund.

As a tough-on-crime Attorney General, Jerry Brown is cracking down on political corruption in places like the City of Bell, fighting to protect our environment and consumers, battling gangs, and keeping our neighborhoods safe.

Jerry Brown is running for governor because he knows How To Get California Working Again, with frugality, honesty and innovation. Jerry believes that California can once again have terrific schools, safe cities and an efficient government; and that we can be the leader in green jobs, high tech and medical advances.
