DNC Committee Takes Up 2020 Delegate Selection Rules ... 2 of 2 >
May 8, 2018 - Members of the Democratic National Committee's Rules and Bylaws Committee (RBC) consider the rules which will govern selection of delegates to the party's 2020 national nominating convention.
In addition to this two-day meeting, May 8-9, the Committee will also meet in Providence, RI on June 8-9 where it will take up the Call to the Convention.  There the difficult question of what to do about the unpledged superdelegates will be addressed.  While the Unity Reform Commission came up with a complicated proposal on the matter, DNC Chairman Tom Perez has spoken of the need to make the rules "simple and understandable."  One simpler possibility could be that the superdelegates would not have a vote on the first ballot. 

If needed the RBC could hold another meeting in July.  The proposed finalized rules will be presented for approval at the DNC Summer Meeting in Chicago on Aug. 23-25.  In the Fall the Rules and Bylaws Committee will work on regulations governing its role in process.  State parties must present their delegate selection plans, including affirmative action plans and inclusion programs, to the Rules and Bylaws Committee by May 3, 2019 and the RBC must act on them by Sept. 13, 2019.

Chairman Perez emphasizes two goals for 2020 planning: to make sure the process is fair to everyone, and to ensure that whoever wins the nomination finds the infrastructure in place to hit the ground running.  The party is moving on other aspects of 2020 planning.  For example in late April the DNC sent out RFPs to eight cities interested in hosting the party's national convention.
