THE HOGAN-RUTHERFORD RECORD
CHANGING MARYLAND FOR THE BETTER

Friends,

I ran for Governor because I was completely fed up with politics as  usual. As a lifelong Marylander and small businessman, I don't have patience for finger-pointing and foot-dragging. When I see a problem, I just want to fix it. And after 43 tax hikes in a row, I knew the politicians in Annapolis were out of good ideas.

We needed a new approach. If we put politics aside, listened more and postured less, and focused on real issues that matter to real people, I knew we could turn our state around. And we have.

But there is still so much left for us to do. If we keep putting people over party, Maryland's future will be even brighter tomorrow. With your support, we'll keep fighting for the commonsense, bipartisan solutions that are changing Maryland for the better!

Sincerely,

Larry

Larry Hogan

GROWING MARYLAND'S ECONOMY
With a career in small business, Governor Hogan understands that high taxes, reckless spending, and unnecessary regulations mean fewer jobs and lower wages for Marylanders. That's why he fought for balanced budgets that keep more money in Marylanders' pockets. Thanks to the Governor's pro-growth leadership, wages are higher, and Maryland has created nearly 100,000 new jobs.

Governor Hogan is fighting to make sure every Marylander shares in our state's prosperity. He signed one of the nation's strongest equal pay laws and, under his leadership, Maryland now leads the nation in the number of women and minority-owned businesses.

Governor Hogan kept his promise to hold the line on taxes while offering tax relief for working families, seniors, small businesses, veterans, and retirees. He ended the hated "rain tax," and - for the first time in 50 years - slashed tolls on Maryland's highways and bridges. Altogether, the Governor delivered $1.2 billion in tax, toll, and fee relief to Maryland families and small businesses so far - and he's just getting started.

RECORD INVESTMENT IN EDUCATION
Governor Hogan believes every child should have access to a world-class education regardless of where they happen to grow up. That's why he's provided record funding for K-12 education in each of his four budgets. Governor Hogan supported the creation of the education "lockbox" that will increase education funding by another $4.4 billion over the next 10 years.

Governor Hogan is committed to expanding access to higher education for all Marylanders. This year, the Governor signed legislation providing free community college education for thousands of students.

Governor Hogan also understands you cannot have a first-rate education system without real accountability. That's why Governor Hogan proposed legislation to raise academic standards and root out corruption and mismanagement in our schools.

PROTECTING MARYLAND'S ENVIRONMENT

Governor Hogan made preserving and protecting the environment a major priority - especially Maryland's Chesapeake Bay. In total, the Governor invested $4 billion in wide-ranging Chesapeake Bay restoration efforts. Under his leadership, the Bay received its highest water quality rating in 25 years. For his efforts, the Governor was named "Champion of the Chesapeake" by the Chesapeake Conservancy.

The Governor in 2016 banned fracking in Maryland and signed the bipartisan Greenhouse Gas Reduction Act, enacting some of the strongest greenhouse gas emission standards in the nation. And when the federal administration withdrew from the Paris Climate Agreement, Governor Hogan objected and joined the bipartisan U.S. Climate Alliance and sued the EPA to make them enforce federal clean air laws.

ACCESS TO AFFORDABLE, HIGH-QUALITY HEALTHCARE
Every family deserves the security and peace of mind that comes with affordable, high-quality health insurance. However, dysfunction and partisan fighting in Washington are a constant threat to our health care system, with politicians more interested in scoring points than making progress.

When Congress's plans threatened to harm Marylanders, Governor Hogan opposed them, and instead worked together with Democrats in our legislature to pass bipartisan legislation to prevent massive health care premium increases and stop a potentially catastrophic breakdown of the insurance market. And, in what was called an "all but miraculous" achievement by The Baltimore Sun, Governor Hogan secured an expansion of the "Maryland Model" for reducing Medicare costs.

A BIPARTISAN LEADER
While Washington is plagued by partisan dysfunction and failure, Governor Hogan is successfully working together with Democrats in the Maryland legislature to get things done. It's why the Kent County Times wrote: "Our Republican governor has made clear he wants  nothing to do with the ultra-partisan gamesmanship that has marred Washington, D.C. politics for decades. And Hogan has seemed to be able to keep to his word and steer clear of that."

From health care, to school safety, to criminal justice reform, Governor Hogan has never hesitated to cross party lines to change Maryland for the better. He will always put people over party and progress over partisanship.

FIGHTING THE OPIOD EPIDEMIC

Heroin and opioid addiction, and the heartbreak and tragedy that comes from it, is a national epidemic. To give the state maximum power to combat this scourge, Governor Hogan was the first Governor to declare a real State of Emergency. He implemented a comprehensive program of education, prevention, treatment, and enforcement. Over the past four years, Governor Hogan committed over $600 million towards treating addiction and saving lives.

Governor Hogan created the Heroin and Opioid Emergency Task Force and appointed Lt. Governor Boyd Rutherford to lead it. And he activated the Opioid Operation Command Center to better coordinate between state and local agencies. Governor Hogan testified before Congress for greater federal support and funding to address this crisis because this issue requires coordinated action from federal, state, and local governments.

SAFE COMMUNITIES
Every Marylander deserves to be safe in their homes, businesses, schools, and on our streets. When it comes to crime and justice, Governor Hogan believes there is a difference between nonviolent offenders who need a second chance and the armed, repeat violent criminals who belong behind bars.

In 2016, Governor Hogan partnered with Democratic legislators to enact the innovative Justice Reinvestment Act. It is helping end mass incarceration of non-violent criminals, and is the most comprehensive criminal justice reform to become law in Maryland in a generation. However, Governor Hogan also believes that criminals who threaten our families with violence and deadly, hardcore drugs deserve harsh penalties. That is why he enacted a series of initiatives to combat criminal gangs and repeat violent offenders who terrorize and victimize residents in Baltimore City and throughout our state.
