Notes: 
Gov. C.L. "Butch" Otter (R) was elected to a third term, defeating A.J. Balukoff (D) and four other candidates.

In the May 20 primaries, Otter fended off a challenge from conservative state Sen. Russell M. Fulcher by 79,779 votes (51.4%) to 67,694 (43.6%); also running were Harley Brown and Walt Bayes (1, 2).  Democrats chose Balukoff, an accountant and businessman, who has also been a member of the Boise School District Board of Trustees since 1997, as their nominee.  Balukoff defeated Terry Kerr, a former Republican from Idaho Falls who did not campaign, by 16,751 votes (65.3%) to 8,887 (34.7%).

In the general election, candidates participated in debates around the state:
