Obama and Manchin gave West Virginia its own Cap and Trade Bill, also known as HB 103, which requires electrical companies to cut coal usage by 25% over the next 10 years. Obama, defended by Manchin, stated that "if somebody wants to build a coal power plan they can, it's just that it will bankrupt them ..."
