Sen. Jim Webb (D) announced on Feb. 9, 2011 that he would not seek re-election after just one term (+), creating the open seat.  In a costly race between two former governors, Tim Kaine (D) defeated George Allen (R) by 5.91 percentage points.  Meanwhile, in the presidential contest, Virginia was a top-tier battleground state and saw extensive activity (>);  Obama-Biden won with a plurality of 149,298 votes (3.87 percentage points).
 

Allen, who served as governor from 1994-98, was elected to the Senate in 2000 but narrowly lost to Webb in 2006.  Prior to that defeat he had been seen as a leading presidential prospect for 2008 (+).  Allen announced he would run via a Jan. 24, 2011 video.  He won the June 12, 2012 primary with 167,906 votes (65.5% ) followed by Tea Party activist Jamie Radtke 59,116 (23.0%), Del. Bob Marshall 17,341 (6.8%), and minister Earl Jackson Sr. 12,116 (4.7%).

Kaine announced his candidacy on April 5, 2011, resigning from his position as chairman of the DNC.  He served as governor from 2006-10.  Kaine did not face a primary challenge.

According to Open Secrets (>), this was the second most expensive Senate race of the cycle; spending by the two general election candidates and outside groups totaled $84.8 million—$32.3 million by the campaigns and $52.4 million by outside groups (more total outside spending than in any other state).  The Kaine campaign spent $17.9 million to $14.4 million for the Allen campaign.  In terms of outside spending seven groups spent more than $1 million: leading on the Republican side were Crossroads GPS ($10.6M), NRSC ($6.9M), Independence Virginia PAC ($4.9M) and U.S. Chamber of Commerce ($4.5M) and on the Democratic side were DSCC ($9.0M) and Majority PAC ($6.1M).
