For too long, West Virginia has fallen behind. While jobs and families have left for other states, the career politicians have given us the same tired policies that have held our state back for decades.  The career politicians have had their chance to lead. They've failed. It's time for a change.

BILL MALONEY IS NOT A CAREER POLITICIAN. He is a successful businessman and proven job creator who was tired of seeing West Virginia fall further behind. So he decided to do something about it.

PROVEN JOB CREATOR. As our Governor, Bill will use the same "can-do" attitude that has shaped his life. From starting a business with two employees and growing it to provide jobs for hundreds of West Virginia families to helping to devise a rescue plan for trapped miners when others said it couldn't be done, Bill Maloney has always believed that anything is possible when you have a good plan, work hard and come together as a team.

CHILEAN MINERS & MINE SAFETY. When the call came to help rescue 33 trapped miners in Chile, Bill Maloney dropped everything and joined a team to get those miners out. Thanks to technology born in West Virginia, every last miner came up alive. Later on, Bill founded a Mine Rescue Drilling Fund to make sure America is prepared for crises here.

CREATE JOBS
Creating new jobs will be Bill's top priority as Governor. By reforming our tax structure and court system, and reducing regulations, we can attract new businesses and help current employers grow their businesses.

REFORM OUR STATE
Getting West Virginia moving in the right direction is going to require new leadership and a new way of doing business. BilI Maloney will clean up our state government and make sure that government works for the people of our state – not just the politicians, lobbyists and the well-connected.

MAKE WEST VIRGINIA AN EVEN BETTER PLACE TO LIVE
West Virginia is one of the greatest places on earth to live, but the failed policies of career politicians have made it more difficult to raise a family here. Too many of us have seen our chlldren and grandchildren leave the state in search of better opportunities. Create New Jobs in West Virginia
By making it easier to start and expand a business and also attract new employers to our state, we can create new jobs in West Virginia. The results: more jobs for our residents, our children and grandchildren staying in West Virginia to raise their families and an expanded tax base which will benefit our entire state.

  • Encourage private investment
  • Fix our unfair and regressive tax structure
  • Clean up our courts and stop lawsuit abuse
  • Lead our nation toward energy independence by responsible development of our vast resources
  • Provide true leadership that limits the overreach of President Obama and his job killing policies

Control Government Spending
Increased government spending, coupled with declining tax revenues and long-term obligations, have put our state in a difficult fiscal position. My plan will get control of government spending and reform our system so that West Virginia taxpayers have confidence that every dollar they send to Charleston is being spent properly.

  • Full transparency and documentation of state spending so West Virginians can see where each and every penny of their tax dollars are spent
  • Eliminate wasteful bureaucracies and combine agencies or departments that are working on the same issue
  • Increase oversight of all state agency spending and contracts.  Prohibit no-bid contracts and sweetheart deals for insiders and the well-connected


Clean Up Our Government
For too long, West Virginia's image has been tarnished by corruption in our state government. This discourages businesses from bringing jobs to our state and serves as a "hidden tax" on our citizens. My plan is to clean up the mess and give West Virginians the government they deserve.

  • Prohibit elected officials from being involved in any legislation where a conflict of interest exists
  • Ban all public officials from serving as vendors to the state or profiting from public contracts
  • Increase and strengthen public disclosure from legislators and the lobbyists who seek to influence them


Strengthen Our Education System
West Virginia's children deserve nothing less than a first-class education, but we have failed them, and their parents, for years. West Virginia ranks 50th among states in the percentage of the population with a college degree, 48th in the percentage with a high school diploma and 45th in teacher salaries.

We must do better, and my plan addresses these problems directly:

  • Adopt a comprehensive approach to education reform that eliminates any bureaucracy that impedes the path of our children to a better education or diverts money from the classroom
  • Raise teacher salaries as a reward for improved performance
  • Make significant investments in educational resources to ensure our students have the tools they need to succeed


Make West Virginia A Healthier Place to Live
West Virginia lags behind in many health and wellness categories that underscore the fact that focusing on the well-being of our population needs to be a higher priority. It also makes economic sense to lower health care costs by taking advantage of what is West Virginia's biggest asset - our natural beauty.

  • Strengthen the emphasis on outdoor activity, prevention & wellness programs
  • Extend and enhance substance abuse prevention efforts by working with
    our schools
  • Increase and promote the use of public/private partnerships and faith based initiatives

A Message from Bill Maloney

We need a plan to make West Virginia an even better place to live, work, raise a family and start a business. My "Blueprint for a Brighter Future" provides an outline of the steps I'll take as Governor to fix our problems. It is based on the core principles of freedom and liberty on which our country was founded.

Create jobs. Cut spending. Reform government. Strengthen education and health care. You've heard it all before from politicians in both parties. But I'm not a politician, I'm a businessman who knows that to get results you need less government and more free enterprise!

So here's my plan, or "blueprint", for West Virginia. It's a "Blueprint for a Brighter Future" and with your help, it will become a reality. West Virginia's best days still lie ahead of us and I'd be honored to lead the way to this brighter future as your next Governor.
