Aug. 5, 2022 - The DNC Rules and Bylaws Committee has been working since April on the question of early (pre-window) states in its presidential nominating calendar, and had planned to vote on the matter during a two-day meeting.  However, because of outstanding questions and concern over distracting the party's focus from the midterms, leadership decided to put the vote off until after the elections.  The meeting was reduced to one day. 
The RBC adopted placeholder language in Rule 12.A of the Delegate Selection Rules.  Instead of spelling out specific states and timing for the pre-window period, this will allow the rules to go to the full DNC for approval at its Fall meeting, and the committee can decide the matter later using waivers "subject to ratification by the DNC.
After finishing work on the Delegate Selection Rules, the RBC went through the Call to the Convention, and concluded with mostly housekeeping changes to the Charter and Bylaws.
