Democrats Rebuilt the DNC and Won
Under Chair Tom Perez, Democrats rebuilt
the DNC, setting the stage to win back the
White House and secure victories at every
level of the ballot. Here are some of the
programs that contributed to Democrats’
wins over the last four years:
The Battlegrounds Program: The DNC
made early, historic investments to build
the on-the-ground infrastructure needed to
win key states and help our eventual
nominee to grow their general election
campaign as quickly as possible.
- In August
of 2019 we began funding communications
staff to define and localize
Trump in key markets, eventually
growing the program to 11 states and
generating thousands of local clips.
- In
September of 2019 we deployed organizers
in 8 states.
- In
November of 2019 we began funding voter
protection staff, a program that
would eventually grow to 33 states.
- And in
January of 2020, we launched the Battleground
Build-Up 2020, a multi-million
dollar program funding hundreds of
organizing, operations and data staff
that formed the core of the general
election coordinated campaign
organizing program. The DNC’s
unprecedented training program, Organizing
Corps 2020, served as the
coordinated campaign’s largest single
talent pipeline for diverse, local
staff.
Data, Technology and the Voter File: The
DNC completely overhauled the party’s
technology and now maintains a
state-of-the art, cloud-based data
warehouse and national voter file. We made
massive investments to improve the quality
and quantity of our data so that our view
of every possible voter is as accurate as
possible, and that data was made available
to all democratic campaigns and committees
for use.
- In January
of 2020 the DNC purchased millions of
high
quality cell phone numbers,
increasing the efficiency of our cell
phone outreach by 35 percent, and
increasing the number of cell phones
on the file by 130 percent compared to
2016.
- We built
and integrated a new record
linkage algorithm, increasing
efficiency by 11 percent.
- The DNC’s
IWillVote.com
and VoyAVotar.com websites were the
main voter turnout tools for the Biden
campaign as well as Democrats at every
level of the ballot -- and were expanded
to make it easier to request and
return a ballot by mail. Nearly 21
million people visited IWillVote.com
in 2020, 507,703 people started their
voter registration via IWillVote.com,
and 636,358 people requested a vote by
mail application or learned more about
voting by mail in their state. Over
GOTV weekend, more than 2.17 million
people looked up their polling
location on the site.
- Democrats
also reached a historic agreement with
state parties to form a new Democratic
Data Exchange, which was live in
41 states and worked exactly as
expected.
Holding Trump Accountable: The
DNC’s rapid response
war room
began its work before Trump was even
inaugurated and its 35-plus communications
and research operatives worked with
hundreds of media outlets, surrogates, and
online influencers to shape the narrative
of the Trump presidency using reporter
outreach, research, extremely localized
content and disruptive online content,
along with placing major stories about his
record.
- The
war room deployed 17 searing ads to
define Trump and shape media
narratives around key issues and used
a variety of tactics -- from lite
brites to mobile billboards -- to
generate media coverage about his
record.
Constituency Organizing: Democrats
deployed organizing staff focused on
Latino, African-American, AAPI, Native,
rural and youth voters in battleground
states across the country.
- Early in
Tom Perez’s tenure, we also launched
constituency-specific programs like
Chop It Up, ¡Mujeres Mobilized!
Cafecito Con Politics and Seat at The
Table, facilitating cycle-long
conversations with key constituencies
like African-American men and Latino
women.
- The DNC
made a six figure investment in
minority-owned media, running Latino,
African-American
and AAPI
print and radio advertising campaigns
in key battleground states to help
turn out voters, as well as targeted
advertising in Native outlets.
Voter Protection: Democrats had 33
state voter protection directors on the
ground — a much earlier and more
comprehensive on-the-ground voting
protection infrastructure than in previous
cycles, and our national voter assistance
hotline served as a primary method to
identify and respond to issues of voter
suppression.
- The DNC
also launched a new voter
purge protection tool that
allowed voter protection, data and
organizing staff to more easily
identify and engage with individuals
at risk of being purged from the voter
rolls and take action.
- When
necessary, we filed litigation to
expand and protect access to voting,
winning cases that expanded voting by
mail, extended the time period when
voters could submit their ballot, and
increased the number of polling
locations, amongst other areas.
Cybersecurity & Combating
Misinformation Online: The DNC’s
first ever Chief Security Officer
implemented the highest security standards
for all employees, and worked continuously
throughout the cycle to identify
disinformation, leverage monitoring tools,
and implement counter-disinformation best
practices in response to attacks. This
work has been used to provoke hundreds of
account takedowns on platforms controlled
by all three major social media companies
since the beginning of last year.
Fundraising: The DNC has raised
more money under Tom Perez’s tenure than
any other DNC in history, raising a total
of $400 million. It was also the biggest
cycle for grassroots fundraising at the
DNC since 2004, and the DNC raised $133
million from our grassroots fundraising
program, including $22MM from our
grassroots fundraising program in
September 2020 - the single highest month
for grassroots fundraising since 2004.
More than 2.2MM people have contributed to
the DNC this year - and 30% of them are
first time contributors. We also tripled
our SMS program, built the biggest email
list in DNC history, and set a new all
time record for DNC sustaining
donations.
- In 2018,
the DNC raised $28 million in major
donor giving -- the best major donor
year since President Obama’s first
year. 2019 surpassed 2018, and 2020
surpassed 2019. In the first quarter
of 2020 the DNC raised $22 million in
major donor money.
Running a fair primary process:
From reforms to the nominating process, to
a fair debate process and a code of
conduct for employees, the DNC
administered a primary process that helped
unite the party behind Joe Biden.
Democrats entered the general election
with unprecedented unity and enthusiasm
for our eventual nominee, and it showed:
The Biden-Harris ticket won more votes
than any other ticket in American
history.
Democrats, including the DNC and our
sister committees, invested big over four
years and the result was wins across the
board, including:

Democrats Launch New Voter Purge
Protection Tool
Today the Democratic National Committee is
launching a new voter registration
tracking tool that allows voter
protection, data and organizing staff to
more easily identify and engage with
individuals at risk of being purged from
the voter rolls.
The new tool uses voter file data as well
as the DNC’s proprietary data science
models to help campaign staff more easily
perform several key functions:
- Voter Roll
Monitoring: The
tracking
tool
allows
staff to more easily monitor voter
rolls to identify voters at risk of
being deemed “inactive” or purged — as
well as to detect large-scale,
potentially malicious voter roll
purges.
- Data
Breakdowns: The
tool
can
identify
inactive and purged voters by
demographic, including race, age, and
party support.
- Voter
Contact: The
tool
makes
it
easier for organizing teams to quickly
contact a universe of purged or
inactive voters and take the steps
necessary to re-register them or help
them protect their voting status.
- Trend
Analysis: Organizers
can
analyze
historical
voter registration data to track
trends over multiple election cycles
and identify abnormal spikes in voter
purging.

DNC Announces New National Record
Linkage System
Algorithm developed by DNC
expert in the field of record linkage
will increase organizing efficiency by
9 percent and provide campaigns with
more comprehensive view of the overall
electorate
Today the Democratic National Committee
is launching a new, proprietary national
record linkage system that will be
integrated into the DNC’s voter file --
deduplicating millions of voter records,
providing campaigns with a more
comprehensive view of the electorate and
increasing the effectiveness of
Democratic organizers across the
country.
“This record linkage system is an
example of how the DNC is developing and
implementing cutting-edge data science
solutions to increase the effectiveness
of Democratic organizers, improve our
view of every possible voter and make
sure Trump is a one-term president,”
said Democratic National Committee Chief
Technology Officer Nellwynn Thomas. “The
DNC made early, historic investments in
our data and technology infrastructure
and is working with top data scientists
to develop these kinds of innovative
products that will help Democrats at
every level of the ballot secure victory
in November.”

advanced data science ideas and applying

Data Science Director Jody Heck Wortman,
who developed this record linkage model.

system in place will help Democrats talk

The national record linkage system
will:
- Provide a
9 percent increase in efficiency
across the entire voter file by
enhancing and deduplicating the
information in 30 million
records;
- Help campaign staffers
waste less time by trying to contact
a voter who has moved (and
especially increase the
effectiveness of voter registration
efforts by matching voters who have
moved and not yet registered in
their new home state); and
- Create more accurate
projections of the entire electorate
for a variety of campaign purposes
by integrating additional
information about a voter from their
matching records.
The National Record Linkage algorithm
was derived from work pioneered by DNC
Data Science Director Jody Heck Wortman
during her PhD at Duke University. Jody
is a leading expert on Bayesian matching
algorithms, and her expertise in the
science of record linkage is providing a
unique resource for the DNC and
Democratic campaigns.
Starting today, data matched by the
National Record Linkage algorithm will
be uploaded onto the voter file and can
be used by the Biden campaign, sister
committees, Democratic state parties and
others who have access to the DNC’s
voter file.
The DNC’s Data and Technology team
maintains a state-of-the art,
cloud-based data warehouse and national
voter file, which includes every
registered voter in America. Under Chair
Perez, the DNC has made massive
investments to improve the quality
and quantity of data available on the
file so that our view of every possible
voter is accurate as possible —
integrating key data sets, proprietary
modeling and augmenting the file in a
variety of ways, like purchasing
tens
of millions of high-quality cell phone
numbers. The DNC also provides key
data tools to Democratic campaigns to
make utilizing the data as convenient as

to recruit volunteers and mobilize
voters. And we’ve trained over nearly
7,000 individuals on digital
organizing in the past few weeks
alone.

Corps 2020 is an unprecedented,
multi-million dollar investment by the
DNC and progressive partners that
recruits, pays, and trains young
people to work on the 2020

organizers ready to hit the ground in
eight battleground states.

Makes Transfer of $18 Million to
Democratic National Committee
NEW YORK — Today, Mike Bloomberg
2020 announced a transfer of $18 million
to the Democratic National Committee’s
(DNC) Coordinated Campaign to help
Democrats win up and down the ballot in
November. This is the largest transfer
from a presidential campaign in recent
history. Additionally, Mike Bloomberg
2020 will also transfer several of its
former field offices to state parties
and help accelerate the hiring pace for
important positions in organizing, data,
and operations across key battleground
states. The campaign believes this
investment will dramatically expand the
DNC’s Battleground Build-Up 2020 efforts
across battleground states, drawing in
part from our own incredibly experienced
and talented organizing staff. Staff in
the six battleground states notified
today will be employed and paid through
the first week in April and have full
benefits through the end of April.

There is no greater threat to our
Democracy than the current occupant in
the White House, and Mike launched his
campaign with the fundamental goal of
defeating him and energizing
Democratic victories up and down the
ballot.
During Mike’s campaign, we made
defeating Donald Trump a priority,
including organizing early in states
that don’t often get Primary attention
and through a $275 million media blitz
to remind voters of President Trump’s
failures and broken promises. We also
did not run any negative TV ads against
fellow Democratic candidates. Until our
campaign kicked off this effort, Trump
was the only candidate on either side
who was campaigning and holding rallies
in the key states that will decide the
2020 election.
As Mike said throughout the
campaign, he would support whomever the
eventual Democratic nominee is, as well
as Democrats in key races that we must
elect to help undo the damage President
Trump has done in office. While our
campaign has ended, Mike’s number one
objective this year remains defeating
Trump and helping Democrats win in
November.
The existential threat posed by
Trump has become abundantly clear in his
complete mismanagement of the
Coronavirus crisis — a crisis that has
profound implications for our economy,
our public health and our way of life.
But we should also not assume that
Trump’s incompetence will be enough to
make him a one-term President. Trump’s
ability to lie and propagate
misinformation, particularly using
digital tools and other means with swing
voters in battleground states, will
continue to ensure a close race in
November. Every decision we make as
Democrats must account for this.
While we considered creating our
own independent entity to support the
nominee and hold the President
accountable, this race is too important
to have many competing groups with good
intentions but that are not coordinated
and united in strategy and execution.
The dynamics of the race have also
fundamentally changed, and it is
critically important that we all do
everything we can to support our
eventual nominee and scale the
Democratic Party’s general election
efforts.
We therefore believe the best
thing we can all do over the next eight
months is to help the group that matters
most in this fight: the Democratic
National Committee.
That is why Mike Bloomberg 2020
has decided to make a transfer of $18
million to the Democratic National
Committee’s organizing efforts and
Coordinated Campaign to help Democrats
win up and down the ballot this fall. In
particular, we hope this investment will
dramatically expand the DNC’s
Battleground Build-Up 2020 efforts
across battleground states, drawing in
part from our own incredibly experienced
and talented organizing staff.

DNC Announces Second Round of
“Battleground Build-Up 2020”
Investments
New
multi-million dollar investment
expands the program to six additional
states
Today
the DNC is announcing the second
round of multi-million dollar
“Battleground Build-Up 2020”
investments — expanding the program
to six additional states (GA, NH,
NV, OH, TX, VA) to continue laying
the groundwork for our eventual
nominee and Democratic candidates at
every level of the ballot to win in
the general election.
This
round of investment focuses on three
main priorities:
- Expanding the pathways for
our eventual nominee to secure 270
electoral votes, while
capitalizing on emerging defensive
liabilities for the Trump
campaign;
- Supporting Democrats at
every level of the ballot — for
instance, GA, NH, TX and VA have
Senate races, state legislative
races in Texas will help help
determine redistricting, and
Supreme Court seats are at stake
in Ohio;
- Making additional, early
investments in communities of
color.
There
was no comparable investment made by
the DNC at this point during the
2016 presidential campaign cycle.
The first round of Battleground Build-Up 2020 investments
included AZ, FL, MI, NC PA and WI,
and additional states and funding
could be added as the cycle
continues.

As in
the first round, in addition to
supporting Democrats at every level,
the second round of Battleground
Build-Up 2020 investments
will:
- Roughly double the number of
on-the-ground field organizers
across the states. In coordination
with Democratic state parties, by
March there will be hundreds of
staff on the ground across the
Battleground Build-Up 2020 states.
- Open additional offices in
each state.
- Fund on-the-ground data
staff to help ensure organizers
are reaching out to a universe of
potential voters in the most
efficient way possible and with
the most effective messages.
- Fund additional operations
staff — some of the most important
behind-the-scenes roles that allow
a campaign to grow their
organization quickly.
The new investment also builds off
the DNC’s previous battleground
investments in communications,
organizing and voter protection, and
general support for Democrats up and
down the ticket, including:
- Communications staff who
are working to localize and define
Trump’s record in six states (PA,
MI, WI, AZ, FL and OH);
- Organizing staff in
eight states (AZ, CO, FL, MI, NV,
PA, TX and WI);
- Voter protection and/or
additional organizing staff in
seven states (AZ, FL, GA, NC, MI,
PA, WI). In partnership with other
groups in the Democratic
ecosystem, we are building an
unprecedented, on the ground voter
protection infrastructure across
multiple states.
- The DNC has purchased high-quality
cell phone numbers for
every possible voter in all 50
states and the District of
Columbia which will be integrated
into the DNC’s national voter file
and add tens of millions of new
numbers. Additionally, The DNC has
built a proprietary data science
model (“Sonar”) that helps
campaigns prioritize calling phone

In preparation for
the 2020 campaign, today the
Democratic National Committee
announced it has purchased
high-quality cell phone
numbers for every possible
voter in all 50 states and the
District of Columbia which
will be integrated into the
DNC’s national voter file and
add tens of millions of new
numbers.
“We are excited to
make this historic investment
as we continue building the
technological infrastructure
our eventual nominee will need
to defeat Trump — and help
Democrats in every state and
at every level of the ballot
win in 2020,” said Nellwyn
Thomas, DNC Chief Technology
Officer. “Making
sure
campaigns and state parties
have access to reliable cell
phone numbers and data helps
them reach more voters, more
efficiently, especially those
who are younger or tend to
move around a lot. The more
efficient we can be in our
outreach, the more likely we
are to win, and this
technology will help more
volunteers and campaigns have
better conversations with
voters about why it’s so
important to elect Democrats
in 2020.”
This acquisition
enables all campaigns – from
the presidential to local
state house races – contact
voters they previously might
not have been able to reach.
It also increases match rates
for digital targeting,
allowing candidates to connect
with more voters online and
offline.
Additionally, The
DNC has built a proprietary
data science model (“Sonar”)
that helps campaigns
prioritize calling phone
numbers that will lead to
successful phone contacts and
reduces the likelihood of
calling someone who prefers
not receive calls. By using the
contactability model,
campaigns can increase the
efficiency of cell phone
outreach by over 35%. This
model is used by the vast
majority of Democratic
campaigns to prioritize calls,
ensuring volunteers spend
their time talking directly to
voters about issues core to
our democracy.

Throughout the 2020 cycle,
the DNC will receive
regularly updated cell
phone information. This
ensures campaigns always
have the most up-to-date
information on how to
reach voters via cell
phone as people’s numbers
change and new cell phone
data becomes available.

technology efforts to prepare
for the 2020 general election:

Democrats
maintain a national voter
file which includes every
registered voter in
America. This file is
integrated with key data
sets, like voter history,
demographic information.
as well as modeling. We
are constantly updating
and enhancing this data
file, and it is the
central dataset used by
all Democratic campaigns
and committees. This all
helps campaigns at every
level reach the right
voters they need to with
the right message at the
right time and the right
place.

After 2016,
Democrats also overhauled
our data infrastructure
operating system to create
a new, state-of-the-art,
cloud-based data
warehouse. This
makes it easy and
efficient for campaigns to
access and utilize the
voter file.

have tripled the size of
our technology team and
brought top talent with
technology experience in
both the private sector
and the campaign. Nellwyn

worked at the Clinton
campaign and Facebook, and
Bob Lord, our Chief

reached a historic
agreement with state
parties to participate in
the new Democratic
Data Exchange. This
new data exchange allows
candidates, state parties,
the DNC and the
progressive ecosystem to
share data in real time
and leverage all of the
voter contact work of the

DNC Announces “Battleground
Build-Up 2020”
New, multi-million
dollar program will continue
laying the groundwork for
eventual nominee and Democrats
at every level to win in 2020.
Today,
the DNC is launching the
“Battleground Build-Up 2020,”
a new, multi-million dollar
investment starting in six
battleground states (AZ, FL,
MI, NC, PA and WI) to continue
laying the groundwork for our
eventual nominee and
Democratic candidates at every
level of the ballot to win in
the general election.
There
was no comparable investment
made by the DNC at this point
during the 2016 presidential
campaign cycle. Additional
states and funding could be
added as the cycle continues.
“The
DNC is making historic, early
investments to lay the
groundwork for our eventual
nominee to win in 2020. We are
taking nothing for granted as
we work to make Trump a
one-term president and win up
and down the ballot in 2020,”

“These organizers, offices,
and staff will help our
eventual nominee grow their
general election operation as
quickly as possible and ensure
Democrats are reaching out to
every voter possible, starting
right now. Donald Trump’s

The
Battleground Build-Up 2020
will:
- Roughly double the
number of on-the-ground
field organizers across
the states. In
coordination with
Democratic state parties,
by March there will be
hundreds of staff on the
ground in these
battlegrounds.
- Open additional offices
in each state.
- Fund on-the-ground data
staff to help ensure
organizers are reaching
out to a universe of
potential voters in the
most efficient way
possible and with the most
effective messages.
- Fund additional
operations staff — some of
the most important
behind-the-scenes roles
that allow a campaign to
grow their organization
quickly.
The new investment also builds
off the DNC’s 2019
battleground investments in
communications, organizing and
voter protection, including:
- Communications staff who
are working to localize
and define Trump’s record
in six states (PA,
MI, WI, AZ, FL and OH);
- Organizing staff in
eight states (AZ, CO, FL,
MI, NV, PA, TX and WI);
- Voter protection and/or
additional organizing
staff in seven states (AZ,
FL, GA, NC, MI, PA, WI).
In partnership with other
groups in the Democratic
ecosystem, we are building
an unprecedented, on the
ground voter protection
infrastructure across

the Obama Administration's
White House Council on Women
and Girls. Taylor served as
Director during the first
White House United State of
Women Summit in Washington,
DC and Director and Chief of
Staff during the second
United State of Women Summit
in Los Angeles in
2018.
John
has been promoted to AAPI
Political Director to
develop and promote the
DNC’s outreach efforts to
AAPI communities. He will
also serve as the liaison to
the Veterans and Military
Families Council. Most
recently, he served as the
DNC’s Western Regional Press
Secretary and AAPI Media
Director. Previously, he
served in the U.S. Army as
the Deputy Press Secretary
for the Combined Joint Task
Force - Operation Inherent
Resolve during a year-long
deployment in Kuwait and
Iraq. Additionally, he
previously served as the
Health Policy Assistant
Director for the American
Legion and Chair for
Communications at KAYA:
Filipino Americans for
Progress.
Cyrus
has been named the African
American Political Director,
collaborating with a wide
range of partners to expand
and promote our overall
African American community
engagement, with an emphasis
on building out programming
to reach Black men. Cyrus
previously served as the
Deputy Director of the Obama
Foundation’s My Brother’s
Keeper Alliance where he led
the grant implementation and
monitoring for 19
organizations across 10
states. Cyrus has also
worked as the Executive
Director for New York City’s
Young Men’s Initiative where
he worked on tackling
disparities for young men of
color.
Theresa
has been named the Native
American Political Director,
tasked with implementing a
comprehensive outreach and
engagement strategy for
Indian Country.
Theresa is an enrolled
citizen of the Tulalip
Tribes in Washington state
and has spent the last
decade working to protect
and enhance Tribes’ inherent
rights, sovereignty and
treaty rights in policy and
law. Most recently, Theresa
consulted for EMILY’s List,
building its first Native
American training and
outreach program. Previously
she served two terms on the
Tulalip Tribal Council and
served for seven years in
Tulalip’s Governmental
Affairs Department as a
Policy Analyst.
Libby
has been serving as the
Rural Political Director,
spearheading the DNC’s
outreach and mobilization
efforts in rural
communities. Previously,
Libby served as the campaign
manager for Sen. Heidi
Heitkamp’s 2018 reelection
campaign in North Dakota.
She also served as a
Legislative Assistant to
Sen. Heitkamp’s Senate
office and Special Adviser
to former North Dakota Sen.
Kent Conrad. Libby’s other
campaign experience include
serving as campaign manager
for Ryan Taylor’s 2012 North
Dakota gubernatorial
campaign.
Tucker
has been serving as the
Labor Political Director,
tasked with expanding our
partnerships with labor
groups and mobilizing labor
voters across the country.
Prior to joining the DNC,
Tucker served as the
Political Director of the
American Federation of
Government Employees and the
National Association of
Letter Carriers. Prior to
working in the labor
movement, Tucker worked for
Bob Graham and Wesley
Clark’s 2004 presidential
campaigns and Tony Sanchez’s
2002 Texas gubernatorial
campaign.
Dr.
Harkins has been serving as
the Interfaith Outreach
Director, a role he also
held in 2012. In this
position, Dr. Harkins leads
the DNC’s outreach to
communities of faith and
expand our partnerships on
faith-related issues.

Senior Vice President for
Innovations in Public
Programming for Union
Theological Seminary in New
York City and the Senior
Pastor of Nineteenth Street
Baptist Church in Washington
D.C., where he led the
congregation in initiatives
ranging from providing
health education and access,

African-American Outreach,
leading the Party's initiative

Black women. She engineered
the Seat at the Table tour, a
listening and training tour
designed to meaningfully
engage and organize with Black
women across the country.
Previously, Waikinya served as
the National Executive
Director for the National
Organization of Black Elected
Legislative Women.
Rachana
Desai
Martin has been promoted to
Chief Operating Officer, a
role she has been filling on
an interim basis. She will
oversee the DNC’s operational
and administrative
infrastructure. Previously,
Rachana served as the Director
of Voter Protection and Civic
Engagement, where she oversaw
the Party’s national voter
protection efforts. She brings
a wealth of experience from
both government service and a
variety of campaigns,
including multiple roles
inside the Obama
administration and led the
voter protection efforts in
Nevada for Hillary Clinton’s
2016 campaign.
Reyna
Walters-Morgan
has joined the DNC as Director
of Voter Protection and Civic
Engagement. Previously,
she served as principal
attorney at Walters-Morgan Law
PLLC. Reyna brings years of
experience protecting the
right to vote while at
Democracy North Carolina, the
Ohio Coordinated Campaign, and
the North Carolina General
Assembly.

two new hires: Muthoni Wambu
Kraal for the position of

Organizing Director and
Patrick Stevenson for Chief
Mobilization Officer. Most
recently, Muthoni served as
Vice President of National
Outreach and Training at
EMILYs List. She previously
served as the organization’s
Senior Director for State
Engagement and Development.
Muthoni brings over 20 years
of experience working for all
kinds of campaigns - including
as Deputy Political Director
for Joe Biden’s presidential
campaign in 2007.
Patrick
has been promoted to Chief
Mobilization Officer, a role
he had been filling on an
interim basis. He oversaw
the DNC's grassroots
fundraising in 2018, leading
the program to its
highest-raising year in
nearly a decade. This is
Patrick’s second tenure at
the DNC -- he previously
served as the DNC’s Email
Director in the 2014 cycle.
