Higher Education
lnvesting in Our Students and Our Future

By investing in higher education, we invest in America's ability to compete, innovate, and thrive. Yet while higher education remains a clear pathway for much of the middle class, for too many—particularly for students of color and low-income students—those paths are littered with hurdles. Pete's plan will make college more affordable and accessible for all Americans. As President, he will:

•     Make public college tuition and basic living expenses free for the lowest-income students and provide free tuition to middle-class students: Pete will make public tuition affordable for everyone and completely free for lower- and middle-income students. For the lowest­ income students, increased Pell Grants will cover basic living expenses.

•     Support Historically Black College and Universities (HBCUs): Pete will increase funding for HBCUs and other minority-serving institutions by $25 billion to help level the uneven playing field that these underfunded colleges face.

•     Debt relief for students: Pete will make sure that student debt is affordable. He will cancel the debts of borrowers in low-quality, overwhelmingly for-profit programs and expand and improve loan repayment options for students who participate in national service or pursue public service careers.

•     Expand Pell Grants to ensure access to higher education for incarcerated individuals: Pete will offer Pell Grants to support prison education programs offered through partnerships between colleges and prisons.
