MIKE'S PLAN TO PROTECT AMERICANS FROM GUN VIOLENCE

A RECORD OF SAVING LIVES:

CONFRONTING THE GUN LOBBY HEAD ON
•    As mayor, Mike tackled gun violence by taking on the gun industry and cracking down on illegal gun sales. He filed federal lawsuits against 27 gun dealers in five states when guns they sold showed up on New York City streets and the city's undercover operations revealed they were not complying with federal law. The dealers settled with the city or had settlement terms imposed on them and agreed to clean up their operations.
•    The number of crime guns recovered in NYC from the five states where the city sued gun dealers dropped by 18% in the years after the suits were settled. The share of targeted dealers' crime guns recovered in New York City declined by 75%.
•    The city's undercover stings recovered 6,043 guns between 2004 and 2013 and also exposed that sellers at gun shows in multiple states were breaking federal laws.

VIOLENCE INTERRUPTION STRATEGIES
•    Mike imposed tougher penalties for illegal handgun possession and instituted new policing strategies that targeted high-crime neighborhoods at specific times and locations where crime is most likely to occur.
•    Under Mike's administration, New York City was an early adopter of creative interventions, such as Cure Violence, which engaged the members of the community directly impacted by a violent event. These interventions reduced retaliatory gun violence in communities traumatized by violent episodes by as much as 63%.

MOBILIZING MAYORS
•    Along with Mayor Thomas Menino of Boston, Mike founded Mayors Against lllegal Guns, which grew to a coalition of over 1,000 mayors–and led the way in reviving a gun safety coalition.
•    Mayors Against lllegal Guns had major victories in Congress, helping to partially repeal the so-called "Tiahrt" budget riders that blocked law enforcement from accessing crime gun trace data and repeatedly stopping the gun lobby's top legislative priority, concealed carry reciprocity.
•    MAIG led the fight for background checks on all gun sales after the 2012 Newtown shooting. After the Manchin-Toomey legislation failed by five votes in 2013, Mike took the fight to state legislatures.

MIKE'S PLAN TO PROTECT AMERICANS FROM GUN VIOLENCE

MANDATORY BACKGROUND CHECKS FOR EVERY GUN PURCHASE
•    Require point-of-sale background checks for all sales, including at gun shows and through the internet.
•    Require every gun buyer to get a permit before making a purchase on all models and types of guns, including rifles.
•    Create a notification system to alert local authorities when a gun owner has become barred from having firearms.

KEEP GUNS OUT OF THE WRONG HANDS
•    Close the "boyfriend loophole," which allows domestic abusers to have guns simply because they are not married to their victim.
•    Prohibit firearm purchases by those under 21-years-old.
•    Pass a federal red flag law to allow courts in all 50 states to temporarily confiscate firearms from people deemed to be a danger to themselves or others.

PROTECT OUR CHILDREN FROM WEAPONS OF WAR AND UNSECURED FIREARMS
•    Reinstate the federal ban on assault weapons and high-capacity magazines.
•    Require secure firearm storage for all gun owners, protecting the estimated 4.6 million American children who live in houses with an unlocked gun.
•    Ban all guns in K-12 schools, colleges, and universities, except for law enforcement.

SUPPORT PROGRAMS THAT MAKE OUR COMMUNITIES SAFER
•    Fund local violence intervention programs at a minimum $100 million annually.
•    lncrease Bureau of Alcohol, Tobacco, Firearms and Explosives funding.
•    Fund public health research of gun violence at a minimum $100 million annually.
•    lnstitute a waiting period for firearm purchases of at least 48 hours.

HOLD THE GUN INDUSTRY ACCOUNTABLE FOR VIOLENCE
•    Repeal the Protection of Lawful Commerce in Arms Act (PLCAA) to make gunmakers and gun dealers subject to civil lawsuits brought against them.
•    Grant the federal government the ability to set safety requirements for guns by allowing the Consumer Product Safety Commission (CPSC) to treat firearms like other controlled household products.
•    Appoint a White House gun coordinator to mobilize the public to fight gun violence and launch an interagency hub to fight gun violence.

OTHER IMPORTANT POLICIES THAT DISTINGUISH MIKE'S PLAN
•    Mike would temporarily block gun possession by people convicted of assault and other violent misdemeanors. Research shows this group of people is very likely to commit future crime: when these individuals tried to buy guns, one in three was re-arrested for a new crime shortly thereafter.
•    Mike would ban all guns on college and university campuses and at K-12 schools, except for law enforcement. None of the other candidates have made that proposal.

A RECORD OF SAVING LIVES:

As mayor, Mike took on gun dealers and gun show vendors across the county that were feeding the criminal market. He co-founded Mayors Against IIlegal Guns, a coalition that grew to 1,000 mayors, revived an issue that many Democrats had left for dead. During Mike's time as mayor, firearm deaths decreased by 46% and the firearm death rate was less than a third the rate in the rest of the country. And, when he left City Hall, he didn't walk away from this fight - he got even more involved. Having merged Mayors Against lllegal Guns with the grassroots group Moms Demand Action for Gun Sense in America, he helped launch Everytown for Gun Safety - which has six million supporters and is the largest grassroots force for gun safety.
