Joe Biden opposes every effort to get rid of the Affordable Care Act – efforts by Republicans, and efforts by Democrats. lnstead of starting from scratch and getting rid of prívate insurance, he has a plan to build on the Affordable Care Act.
  • Give Americans a new choice, a public health insurance option like Medicare, if their insurance company isn't doing right by them or they don't have coverage.
  • Automatically enroll low-income Americans who would have Medicaid but for their state's inaction on the public option, premium-free and with the same scope of benefits as Medicaid.
  • Expand tax credits to help more families afford better coverage with lower deductibles. Stand up to the abuse of power by prescription drug corporations.
  • Ensure health care is a right for all, not a privilege by expanding access to contraception and protect the constitutional right to an abortion, reducing our unacceptably high maternal mortality rate, and doubling funding for community health centers.

Today, too many people are incarcerated in the United States – and too many of them are black and brown. To build safe and healthy communities, as president Biden will strengthen America's commitment to justice and reform our criminal justice system.
  • Prevent crime and provide opportunities for all by creating a new $20 billion competitive grant program to spur states to shift from incarceration to prevention and expanding federal funding for mental health and substance use disorder services and research.
  • Eliminate racial disparities and ensure fair sentences by addressing systemic misconduct in police departments and prosecutors' offices, establishing an independent Task Force on Prosecutorial Discretion, eliminating mandatory minimums, ending the federal crack and powder cocaine disparity, decriminalizing the use of cannabis and automatically expunge all prior cannabis use convictions, eliminating the death penalty, ending the criminalization of poverty, and stopping corporations from profiteering off of incarceration.
  • Make sure we give more children a second chance to live up to their potential, starting with a $1 billion per year investment in juvenile justice reform.
  • Offer second chances by setting a national goal of ensuring 100% of formerly incarcerated individuals have housing upon reentry, eliminating barriers keeping formerly incarcerated individuals from accessing public assistance such as SNAP, Pell grants, and housing support, and incentivize states to automatically restare voting rights for individuals convicted of felonies once they have served their sentences.
  • Reducing violence in our communities and supporting survivors of violence.

As president, Biden will provide educators the support and respect they need and deserve, and invest in all children from birth, so they are prepared to succeed in tomorrow's economy.
  • Appoint a Secretary of Education that is an educator.
  • Make sure teachers receive a competitive wage and benefits.
  • Double the number of psychologists, school counselors, nurses, social workers, and other health professionals in our schools.
  • Ensure that no child's future is determined by their zip code, parents' income, race, or disability. Eliminate the funding gap between white and non-white districts, and rich and poor districts by tripling funding for Title I schools.
  • Provide high-quality, universal pre-kindergarten for all three- and four -year-olds. Provide every middle and high school student a path to a successful career.

  • Recommit the United States to the París Agreement on climate change and lead an effort to get every major country to ramp up the ambition of their domestic climate targets.
  • Stand up to the abuse of power by polluters who disproportionately harm communities of color and low-income communities.
  • Fulfill our obligation to workers and communities who powered our industrial revolution and subsequent decades of economic growth.

Biden is running for president to rebuild the middle class – a key component of the middle class is having a steady, secure income as you age so your kids won't have to take care of you in retirement. Biden's plan will protect and strengthen Social Security and Medicare, help middle class families grow their savings, and stop the profiteering of prescription drug companies.
