Elected as Lieutenant Governor of Virginia. During his four-year term, served as Chairman of the National Democratic Lieutenant Governor's Association and Chairman of the National Conference of Lieutenant Governors' Drug Interdiction Task Force.

Elected to the Virginia Senate by voters of Richmond in 1969 and re-elected in 1971, 1975, 1979 and 1983.

Served as Chairman of the Senate Committee on Transportation, Chairman of the Senate Committee on Rehabilitation and Social Services, Chairman of the Senate Committee on Privileges and elections, Chairman of the Virginia Advisory Legislative Council and Chairman of the Democratic Steering Committee.
Consistently named one of the most effective persons in state government in an annual survey by the Norfolk Virginia Pilot.

Bringing sickle cell anemia under State Health Department regulations.

Requiring compulsory school attendance.

Establishing a state holiday for Martin Luther King, Jr. on January 15.

Requiring investigations and hearings of complaints about discriminatory housing practices by a licensed real estate agent or agency.

Increasing penalties tor escape from prison or jail from a misdemeanor to a felony; eliminating parole eligibility for an inmate who escapes while serving a life sentence.

Doubling the time capital murderers must spend behind bars before being eligible for parole.

Childhood
Born on January 17, 1931, in Richmond, Va. Grandson of slaves. Named after Frederick Douglass and poet Paul Lawrence Dunbar. Reared in Church Hill section of Richmond.

Family
Three children: Lynn, an artist living in New York; Lawrence, Jr., a lawyer practicing law in the Wilder firm; and Loren, an M.B.A. graduate working for the U.S. Postal Service in Washington, D.C.
