Middle-class working families are living in fear everyday that if they get sick, they'll lose everything. That's wrong. In his first year as President, Bill Clinton will present a new American health care plan to:

■ Cover everybody.

■ Control costs, improve quality, expand preventive and long-term care.

■ Maintain consumers' choice of doctors.

■ Take on the insurance companies and the medical bureaucracy, and demand reform.

 
BILL CLINTON OFFERS A PLAN TO ENSURE WORLD-CLASS EDUCATION
The key to our economic future is education. A nationally-recognized leader in education reform, Bill Clinton will be a real ''Education President". As President, he will:

 
Fully fund Head Start for all eligible young children.

■ Demand accountability and quality of every school, teacher and student.

■ Establish a national apprenticeship program for young people who don't want to go to college but don't want to end up in dead-end jobs.

■ Launch a domestic GI bill to guarantee a college education to everyone if they're willing to pay it back as a small percent­age of income or through two years of national service in their communities as police officers, teachers, health care personnel, and other vital professions.

BILL CLINTON'S PLAN WILL RADICALLY CHANGE GOVERNMENT


Government should be for everybody. Government ought to serve the people, not the powerful special interests and the rich. That' s why Bill Clinton wants to radically change government, cut bureaucracy, and make it more efficient and effective. He wants to make sure government is held accountable and represents our mainstream values.

To restore our bond and faith in people in government, Bill Clinton has proposed a New Covenant for change. It is a solemn agreement between the people and their government. Government must provide more opportunities for all and in return each and every citizen must do their part to be responsible. If we accept this plan, we can build a stronger sense of community in America.

 
BILL CLINTON'S PLAN CALLS FOR CORPORATE RESPONSIBILITY

The most irresponsible people in the 1980s were the people at the top: savings and loan crooks, the junk bond manipulators, the crooks on Wall Street.

They sold their companies, their workers and their country down the drain.

A Clinton Administration will:


■  Take away the tax incentives for risky, irresponsible speculation, out-of-line executive salaries and eliminate tax breaks for moving our factories and jobs overseas.

■ Offer incentives for investment in job creation and small business development here at home.

■    Encourage and inspire a new cooperative sprit in industry where frontline workers are empowered to improve quality and productivity — then share in the benefits they earn for their companies.
 
BILL CLINTON'S PLAN WILL BRING OPPORTUNITY TO ALL AMERICANS


Bill Clinton believes in providing education, job training, health and child care for those on welfare, to get them on their feet. But if they're able to work, they should move off the welfare rolls and into the workforce so everyone can become productive members of society — and reclaim their dignity.

Bill Clinton will introduce Voluntary National Service — a system to encourage young people who receive government help with their college costs to return that support by working for two years as police officers, nurses, teachers and other professions in their communities.

Bill Clinton was born in Hope, Arkansas 45 years ago. For 16 years, he has been married to Hillary Rodham Clinton. The Clintons have an 11-year-old daughter named Chelsea.

Bill Clinton is now serving his fifth term as governor of Arkansas. A former chairman of the National Governors' Association, he has been ranked by his fellow governors as the most effective governor in the country.

Bill Clinton has worked hard to improve education and increase employment, and he has served as Co-chair of the President's Education Summit with the nation's governors. He has also served as chairman of the Democratic Leadership Council.

Bill Clinton earned his law degree from Yale University and his bachelor's degree from Georgetown University. He was also a Rhodes Scholar at Oxford University.
