Staggering trade deficits are dragging down America's standing in the world.

Two out of every three dollars saved by our workers and corporations is being used to finance the national debt.

Not to mention massive investments by foreign banks. They're buying up companies and real estate, then pressuring us to raise interest rates to inflate the value of their investments.

So the prime rate climbs to 10%. Interest payments on the debt climb $20 billion. Adiustable rate mortgages rise $1000 a year. And fewer families can afford to buy a house—less than one in five in California today.

• Business investment is at the lowest rate in the post-war era.

As a chief executive, he wiped out a $500 million Republican deficit. Balanced ten straight budgets. And cut taxes five times in four short years.

He built an economy that created over 400,000 new jobs, and 54,000 new businesses. Lowered unemployment from nearly 12% to less than 3%. And secured basic health care coverage for every citizen.

• Invest a $500 million National Economic Development fund in competitive challenge grants to promote economic and technological growth.

• Build centers of Excellence for the research and planning needed to revitalize American industry.

• Build a National Teaching Excellence Fund to recruit and retrain outstanding teachers.

• Rebuild the National Teaching Corps—a domestic Peace Corps for teaching.

• Create a College Opportunity Fund that lets you pre-pay into a special, interest-bearing trust that guarantees your child undergraduate tuition.

• Launch a program of self-financing loans for college students that they repay through payroll withholding proportional to their earnings.

 
BREAK THE CYCLE OF SPIRALING DEBT
 

• Elect a President who's balanced 10 straight budgets.

• Head a worldwide effort of financial leaders to lower rising interest rates.

• Challenge Europe and Japan to do their fair share to solve the Third World debt crisis.

• Build a Revenue Enforcement and Protection Program to track down $45 billion in delinquencies that tax cheats and corporations skip out on every year.
  

BUILD A WORLD OF SECURITY FOR AMERICAN FAMILIES
 

• Invest in training and retraining to keep America's workers the world's top competitors.

• Pass a Health Security Act that guarantees every citizen the basic health care coverage needed to lead a productive life.

• Invest in the highways, roads, bridges, water and mass transit systems that are the building blocks of our economic future.

• Challenge the Federal Reserves Board's policy of driving up interest rates—and driving housing prices out of sight.
