The people of this nation know from bitter ex­perience that we are not going to get these changes by simply shifting around the same group of Washington insiders. I be­lieve the time has come for those who have been on the outside looking in, to have a President who will turn the government of this country inside out. I think the people of this nation agree with me. They have voted me first in Iowa, New Hampshire, Oklahoma, South Carolina, Vermont, Maine, Florida, Illinois, North Carolina, Virginia and Kansas. Now I am asking you in California to join us...

ECONOMY: "Jobs for Americans who want to work must be our number one national priority. We will never have a balanced budget, an end to the inflationary spiral, or adequate services for our people as long as we have 8.5 or 9 million people unemployed. There are millions of jobs crying out to be filled. For ex­ample, we need to repair our railroads, complete our interstate and rapid transit systems and provide adequate health care for all our citizens. The federal government can initiate a lot of these things if they'd clear away the red tape."

TAX REFORM:
"I think it's a disgrace when some Senators and Congressmen running for President go around the country promising tax reform—when they've been in Washington for years creating the tax mess we have now. There were 24 people in this nation last year who made over a million dollars and didn't pay a nickel in income taxes. That's not fair and it's got to be changed."

GOVERNMENT MANAGEMENT: "Zero base budgeting, a tough accounting procedure we used in Georgia, cut admin­istrative costs by 50% and left a surplus of more than $100 million when I left office. I intend to initiate zero base budgeting on the federal level when I become President."

RACIAL EQUALITY: "The best thing that happened in the South in my lifetime was passage of the Civil Rights Act and the granting to blacks and other minorities the chance to live a decent life and have equal opportunities."
