DEFENSE SPENDING
Opposes production of the B-1 bomber; believes $5-7 billion can be saved in management improvements.

Supports production of the B-1 bomber; promised on September 26 to ask Congress "for the biggest military budget in American history."

PROPERTY TAXES
Supports direct revenue sharing with cities, a federal takeover of welfare, and expanded federal aid to schools to reduce pressure for higher property taxes.


Supports massive cutbacks in federal programs that could increase the national property tax burden by at least $5 billion.
PROPOSITION #14
Has endorsed Prop. 14 and has pledged support to "the right of farmworkers to choose unions by secret-ballot election and to bargain collectively."


Has no spoken on the issue, but voted against unemployment compensation for farmworkers as a congressman. Sen. Dole publicly opposes Prop.14.
ENVIRONMENT
Has received a rating of "Outstanding" on environmental issues by the American Conservation Union.


Has received a rating of "Bad" on environmental issues by the American Conservation Union.
ENERGY
Supports a shift away from reliance on nuclear energy toward solar energy; opposes strip mining in the Western states.


Supports expenditure of 80% of all research funds for nuclear reactors; vetoed legislation to control strip mining.
HANDGUN CONTROL
Supports registration of all handguns and a ban on the "Saturday Night Special."


Opposes any form of handgun control.
NATIONAL HEALTH INSURANCE
Supports comprehensive national health insurance "as a top priority."

Refers to national health insurance as "another bureaucratic boondoggle."
JOBS
Has endorsed the principles of the Humphrey-Hawkins bill; favors aggressive federal action to create jobs - an employment tax credit to open opportunites for new workers, and a job-creation program for disadvantaged workers.


Has vetoed five major job bills; while president, unemployment has increased by more than two million workers, and two and one-half million Americans have fallen into poverty.

Supports a "blanket pardon" for Vietnam-era draft evaders.

CARTER AS GOVERNOR

FORD AS PRESIDENT
BUDGETARY CONTROL Without permitting a general tax increase, Carter's administration left the state with a $50 million budget surplus.


Since Ford took office, the federal budget deficit has risen to $66 billion - the highest in American history.
BUREAUCRATIC REFORM
Worked with a reluctant legislature to reduce the number of departments and agencies from 300 to 22.


No progress whatsoever; claims that Congress is at fault.
PROPERTY TAX REFORM
Eased individual's tax burdens by equalizing assessments and increasing homestead exemptions for senior citizens and the poor.


No action.
PRISON REFORM
Directed a complete overhaul of the Georgia prison system, upgrading standards of treatment and rehabilitation.


No action.
JOB OPPORTUNITIES
During the Carter administration, despite the national recession, business investment in Georgia expanded by 25%, creating new jobs.


During Gerald Ford's two years in office, unemployment has increased by two million workers.  An additional two and one-half million Americans have fallen into poverty.

SUNSHINE LAWS
Opened meetings of state boards and agencies to the public and the press.

ENVIRONMENTAL PROTECTION
Created a single agency to enforce pollution controls; established the Georgia Heritage Trust to protect scenic lands and waters.


Vetoed legislation to control strip mining; supported legislation to reduce air quality standards; vetoed research funds for fuel-efficient auto engine.

EDUCATION
Worked with community leaders to comply with integration orders without forced busing; expanded expenditures per pupil by 60% without a general tax increase.

Has taken no substantive action to increase integration or reduce forced busing; vetoed the school lunch program; vetoed all aid to education on September 28, 1976.
