Overview: The campaign
reported net
operating
expenditures through Feb. 29, 2020 of $338.5 million. Just over
half of
that, or about $172.4 million went into TV advertising and another
$15.9 million went into Facebook ads (>).
Beyond
the
paid
media,
there
was
a
solid
campaign
organization.
The
campaign
was
able
to
ramp
up
quickly
despite
Steyer's
relatively
late
entry
in
July
as
quite a few
staff
from Need to Impeach, NextGen America and Fahr LLC moved over. The national team drew much of
its talent from
California and the
San Francisco area, where the
campaign was based. Tom Steyer was proud of the diversity of his
campaign. On Dec.
10, 2019, campaign manager
Heather Hargreaves noted in a tweet, "More than half of our campaign
team are
people of color. More than half of us identify as women. 30% are
members of the LGBTQ+ community. ⅓ are parents. 12% are Americans with
disabilities. 4% are veterans or active military." At peak the
campaign had a staff of about 700 nationally and in the states.
The campaign
fielded credible organizations in the four early states, hoping
particularly for strong showings in Nevada and South Carolina. At
the time Steyer ended the effort on Feb. 29, the campaign was prepared
to compete
on Super Tuesday with a sizable team in California and organization in
